Abstract

The Family Hope Program (Program Keluarga Harapan or PKH) is a conditional cash transfer program initiated by the Indonesian government to improve the welfare of low-income families through better access to education, health, and economic opportunities. However, the selection process for PKH recipients at the village level is often conducted manually and subjectively, leading to inaccuracies and potential social inequities. This study aims to develop a Decision Support System (DSS) for determining PKH aid recipients using the Weight Product (WP) method in Bunggalo Village. The WP method was chosen because it can proportionally process the weight and value of each criterion to generate an objective ranking of alternatives. This research applies the Research and Development (R&D) approach with a quantitative methodology, while the system development follows the Waterfall model consisting of requirement analysis, system design, implementation, and testing stages. The developed system utilizes five main criteria in evaluating aid eligibility: income, number of dependents, housing condition, asset ownership, and employment status. The testing results indicate that the WP method achieved in determining eligible recipients. Therefore, this system proves to be effective and efficient in supporting village authorities to make objective, transparent, and accountable decisions. Moreover, its implementation supports digital village governance and enhances public trust in the social assistance distribution process.
